Contract Description: This contract provides for constructing items to precise specifications for testing operations and includes debris removal and recycling, site work, and additional services in support of the Aberdeen Proving Ground Test Center. The work occurs in areas with access restrictions and precludes a detailed description of the work performed. This contract requires the contractor to design products that provide for specific training and testing objectives. Specific design elements are very specialized as they relate to the exchange of components after an explosive test such that remaining infrastructure can be re-used. Close coordination with the facility test director was required to ensure success for each of the delivery orders.

Comments: Rick Everts and George Kissell distinguished themselves by producing quality engineered military targets after other competitively procured contracts had failed to deliver.  Sought out by the Navy customer, this contract was awarded to North Island on a sole source basis due to the unique qualifications of the North Island team.  Although the sensitive nature of the work prohibits a detailed discussion, the project team constructed large scale concrete structures to exacting specifications for consistent performance in military testing.
